Takeshi Kitano made a game for the NES that intentionally made a negative statement about how he saw video games. He was basically taunting players and pointing out (as he saw it) the worthlessness of playing computer games. He would be closer to an outsider artist, and was certainly an outsider game designer, but I think his intent is strong enough in this instance for it to be considered. Also he’s coming from the opposite viewpoint than most other examples here i.e. games are bad.
